Chelsea came up building California's energy-data and utilities-regulation systems, and it's the kind of climate- and energy-impact work she most wants to return to as an engineering leader.

  • Architected and shipped the California Energy Commission's cloud-based (AWS) Data Submission Portal — petroleum (PIIRA) and quarterly fuel-and-energy (QFER) reporting, built and ready at launch. The data underpins California's statewide energy-demand forecasts and the Integrated Energy Policy Report (IEPR); the agency scaled it agency-wide and later extended it to residential solar-permit (SB 379) reporting.
  • Maintained and operated MAEDbS, the statewide system of record for California's Title 20 appliance-efficiency program — standards that save consumers roughly $14.7 billion a year — keeping it reliable and safeguarding data integrity for manufacturers, labs, and retailers.
  • Built ETL pipelines and policy-facing analytics dashboards for statewide energy data, and drove the commission's move to the cloud — building cloud-migration consensus across petroleum operators, power-plant operators, and agency commissioners.
  • At the California Public Utilities Commission, directed the statewide Transportation Carrier Portal (Salesforce/AWS/Snowflake) and architected the eCAP claims portal for telecom-access programs — utilities-regulation systems used across the state.
